How often have a House member and a Senator voted the same way on the same piece of legislation? A House division and a Senate division are never the same vote record, so this compares each person's recorded position on each bill they both voted on (preferring their final second/third-reading vote where one exists), not raw division-by-division matching. Comparing votes within House or Senate is going to be a far more accurate indication of voting than between the two. While the comparison we are showing is for when they vote on the same legislation, it is inherently not in the same debate or circumstances.
